It's always kind of fun to think about these comparisons, no matter what anyone says. That's why they call them opinions :)
I'd be strongly inclined to rate both Beethoven and Mozart as a 10, being pretty much at the pinnacle of their field, first-rate composers with strong abilities in design, expression and imagination.
Barber is tougher, because I like his stuff personally, but I recognize that he didn't have the kind of career and output the first two did. Still, some of his songs are sublime, and several orchestral works (including a striking piano concerto) remain in the repertoire and show both originality and a unique, surprisingly lyrical voice. I'll give him a solid 7 for being a first-rate second-tier composer.
Vangelis isn't really a classical composer in the sense the other three are, but since you asked, I'll include him. I love his ';space music'; style, which I think has matured over the years into something more profound than pure atmospheric soundscapes. His soundtracks are original and very appealing; I particularly like ';Antarctica'; for it's crystalline imagery, and ';El Greco'; is as dark, rich and deliciously unusual as the painter himself. As a ';classical'; composer I'd probably give him a 4 or 5, but as a pure musical talent, I'd give him the same 7 I gave Barber.
