Can any barber cut designs into your hair or are there specialists?

I have really short hair(im african american) and i have a barber shop i normally go to with your normal barbers and i was wondering if they can make designs and pictures cut into my hair or if i have to go somewhere specialCan any barber cut designs into your hair or are there specialists?
They probably can, the question is, how well can they do it. It depends on exactly what you want to get. Letters and complex shapes would probably take a some experience and you might want to call them up and ask them if they've done it before. Don't just ask them if they can, because they might say yes without having had any experience.
